Peter Winter
Peter Winter is a strategic public affairs and foreign policy professional experienced in managing teams through complexity.
As an American diplomat with the U.S. State Department, Peter served in diverse policy and public engagement roles in China, Saudi Arabia, Pakistan, Egypt, and Washington. As Spokesperson for the U.S. Embassy in Cairo, he oversaw all strategic communications and media engagements for one of the largest American embassies in the world, working across U.S. diplomatic, development, and defense agencies on everything from cultural exchanges and Presidential visits to military cooperation and life-saving operations. Assignments in Saudi Arabia and Pakistan focused on youth entrepreneurship and delivering U.S. investment. Over the course of his diplomatic experience in China, Peter spoke with thousands of Chinese businesspeople, tourists, and students as a consular officer adjudicating visas and assisting Americans in need. He also traveled to every province in the country in the course of his time as a student, professional, and diplomat. His roles in Washington included managing funding and U.S. government-wide coordination on counternarcotics cooperation with India; coordinating political, economic, and security policy toward Saudi Arabia and the Gulf; and serving as Special Assistant to the Under Secretary of State for Public Diplomacy and Public Affairs, advising on the Middle East, South Asia, defense and intelligence issues, and global expositions.
Prior to his service as a U.S. diplomat, Peter managed operations and student exchanges for the USA Pavilions at World Expos (World’s Fairs) in Shanghai, China, and Yeosu, South Korea. He also helped establish international partnerships for the University of Southern California’s Annenberg School for Communications & Journalism and served as managing editor of US-China Today magazine. Peter holds graduate and bachelor’s degrees from the University of Southern California, a certificate in Mandarin language studies from Peking University, and obtained professional proficiency in Egyptian Arabic through the State Department’s Foreign Service Institute and in-country training. He hails from Taos, New Mexico, and now proudly calls Belfast, Northern Ireland home.
